Recognition of Testing Laboratories and Experts
Conducting certification processes and testings entails cooperation with suitable (competent) testing laboratories/regulatory bodies and independent experts. Acknowledging that standards for the certification of testing laboratories and regulatory bodies have been developed, DIN CERTCO is bound to apply these standards.
DIN CERTCO works together only with testing laboratories and experts that it has recognized.
Applications for recognition of a testing laboratory/expert should be sent to DIN CERTCO in writing. Based on the documents submitted, DIN CERTCO will check whether the current general requirements for recognition are being met.
The assessment of the testing laboratory is based on international standard DIN EN ISO/IEC 17025.
When assessing testing laboratories, accreditations from independent certification bodies or also certifications (also often known as provisions, descriptions, notifications) from authorities can be taken into consideration.
Such a consideration, however, is not a substitute for recognition by DIN CERTCO and for meeting further requirements, where applicable, such as:
- Sufficient equipment in the testing facility
- Insurance policies present covering liability for errors
- Regular tests and monitoring conducted
- Participation in round robin tests
- Participation in an exchange of experience, etc.
- Neutrality and independence
The decisive criterium for recognition is the technical qualification for the relevant certification. All other criteria are subordinate to this one.
If there is already a relevant accreditation of the testing laboratory for the testing area applied for, a simplified recognition process can be conducted, which as a rule, is limited to checking accreditation documents and the quality manual of the applicant. Otherwise, as a rule, an on-site assessment is necessary. In this regard, DIN CERTCO can serve as an independent expert, where needed.
If the result of the assessment is positive, the "agreement on cooperation of DIN CERTCO/testing laboratory/expert" is concluded and the testing laboratory/expert receives a corresponding certificate of approval.
A testing laboratory/expert recognized by DIN CERTCO is subject to regular monitoring to ensure that the testing laboratory/expert continues to meet the recognition requirements.
